Question: Does a driver need to wear a seat belt even when driving from one spot to another on the Capitol Complex?
Answer: The law
is fairly specific in requiring the use of safety belts. "The driver and
front seat occupants of a type of motor vehicle which is subject to
registration in Iowa ... shall wear a properly adjusted and fastened safety
belt or safety harness any time the vehicle is in forward motion on a street or
highway in this state ... " (Code of Iowa Chapter 321.445) The DAS
Employee Handbook also states "When driving or riding in a state vehicle
for any reason, you are required to wear the safety lap and shoulder belt
provided ... " There is no question that safety belts save lives and
reduce injury if you are in a motor vehicle accident. Please use your safety
belt anytime your vehicle is in motion.
Question: Do I
need a special license to drive a 15 passenger van?
Answer: Yes.
According to the Iowa Driver's Manual 2003 - 2004, published by the Iowa
Department of Transportation, you need a class D (chauffeur's)
license if you are "transporting 15 or fewer persons (including driver)
for wages, compensation or hire." According to the DOT, any employee in
pay status is considered to be in a "for hire" status. Question: Do I
have to have a special license even if I am the only person in the vehicle?
Answer: Yes. Even if the only time you drive the 15 passenger van is to take it
for servicing, you must have a class D license to operate this vehicle. Please
