Targeted Small Business (TSB) Administration and Related Programs

The Targeted Small Business (TSB) Program was created in 1986 to promote the growth, development and diversification of Iowa businesses owned and operated by minorities, women and persons with disabilities. This objective is accomplished through financial assistance, technical assistance, marketing and outreach; and by encouraging each state department and agency, community college, area education agency and school district to include targeted small businesses (TSBs) as contractors, vendors and suppliers. Opportunities are provided to TSBs by being included in the State's bid solicitations, through negotiations and through development of processes that place them in a more competitive position to compete for State contracts. The purpose of the TSB Certification program is to certify small businesses that meet the criteria of the TSB program. The Department of Inspections and Appeals is responsible for ascertaining that a small business is owned, operated and actively managed by minorities, women or persons with disabilities. Certification is administered according to standards set forth in the Iowa Administrative Code 481-25.1(73) and IAC 261-30. Please visit our web site at: https://dia.iowa.gov/tsb. For further information contact: Mary Montgomery, TSB Certification Program Administrator The purpose of the TSB Financial Assistance Program (TSBFAP) is to provide financial aid for certified TSB. The program has two components: 1) maximum of $25,000 in direct loans or equity grants and 2) loan guarantees up to $40,000. The TSBFAP is administered under standards set forth in Iowa Code Chapter 15.247 and IAC 261.27. For further information contact: Donna Lowery, TSB Financial Manager The TSB Marketing and Outreach program was developed to promote and facilitate the development and growth of certified minority and woman-owned businesses, located in Iowa. The program offers technical assistance, financial guidance, referral services, procurement notification, and a quarterly publication, TSB Newsfind, that features points of interest to Iowa's TSB's such as training and networking opportunities. Marketing and development of targeted small businesses in Iowa is authorized through Iowa Code Chapters 15 and 73. TSB PROCUREMENT PROGRAMThe State of Iowa's TSB Procurement program is an interagency program designed to assist in the development and mainstreaming of small businesses owned and operated by women, minorities and persons with disabilities. The procurement program was developed to assure that state entities set a minimum annual goal of 10% of anticipated purchases (minus utilities) to be purchased from TSBs and make a good faith effort to meet that goal. All TSB procurement progress is carefully monitored and assistance is provided to agencies where barriers exist. Ultimately, program success requires collaboration and cooperation of all entities, units and individuals with purchasing power with State government. Agency training and program oversight is provided through the collaboration of the Departments of Management, Economic Development and Inspections and Appeals and is provided for in Iowa Code Chapters 73.16 - 73.19. Applicants must meet 125% of the poverty income level guidelines. The maximum loan amount is $10,000. For further information contact: Department of Economic Development The Entrepreneurs with Disabilities program was developed to encourage self-sufficiency in individuals with disabilities through self-employment. The program is administered through the Department of Economic Development, in collaboration with the Department of Education, Division of Vocational Rehabilitation Services, and the Department for the Blind.
