Fleet Maintenance and Repair Manual
This manual is provided to assist state drivers in obtaining economical and professional maintenance service for their assigned state vehicles by informing the reader where to service his/her vehicle, depending on the type of service required. In this regard, it should be viewed as complementary to the Fleet Operations Manual. Administrators and drivers should be familiar with both of these publications.
The service facilities listed inside have contracted with Fleet and Mail for one year and their contracts may be renewed for an additional four years. Pending satisfactory service and pricing, these facilities must be utilized from September 1, 2006, through August 31, 2011. Your satisfaction with their service will determine whether they are allowed to continue servicing state vehicles. The selection criteria for these service facilities have included provisions to ensure professional maintenance and repairs. If you experience problems with their service, you must contact Fleet and Mail immediately at 515-281-5122 so that we can assist in a resolution.
I. State Garage Service Procedures/Cooperative Governmental Service Providers
I. STATE GARAGE SERVICE PROCEDURES/COOPERATIVE GOVERNMENTAL SERVICE PROVIDERS: TOC
Scheduling Service:
The State Garage has established the following guidelines for service performed at our facility. Drivers should schedule an appointment in advance and plan to allow the following minimum time frames to complete the work. 30,000 mile PMI - one day 60,000 mile PMI - two days 90,000 mile PMI - two to three days. The State Garage is currently staffed to complete your required services and repairs with a minimal lead-time necessary for appointments. Oil changes/chassis lubrications are now being accepted until 1:30 p.m. daily without prior appointment and may be completed while you wait. The number for the State Garage is 515-281-3162.
Warranty Repairs:
Ford, GM and Chrysler have designated the State Garage as a full service warranty repair facility. This allows our facility to complete any necessary warranty repairs or recalls for your state vehicle. Your continued cooperation and support in our scheduling requirements will thus result in greater ease in completing the repairs.

Emergency Repairs:
Emergency and unscheduled repairs will be handled as staffing permits. The State Garage will continue to assign
priority in these circumstances to emergency response vehicles based outside of the Des Moines area. If you experience a breakdown within the State Garage service area, contact the current towing contractor and arrange to have the vehicle towed to:

If the vehicle is still covered under warranty, use the free roadside assistance available under the warranty. The most common vehicle disablement experienced by drivers is the failure to be able to start a vehicle because of a discharged battery. In these instances, please attempt to obtain a jump-start from any reputable service facility.
Cooperative Governmental Repair Facilities:
The following governmental service facilities have agreed with the State of Iowa to provide labor and parts at competitive rates for scheduled 30,000 mile/18-month preventative maintenance inspections, electrical, drive train and emergency repairs. In the event of on-road emergency failure, the vehicle should be towed to the nearest dealership or contracted facility, whichever is closest. Again, remember that you must obtain the verbal approval of the Auto Shop Supervisor at 515-281-3162 before proceeding with any unscheduled or scheduled repairs estimated to exceed $300.00.

II SCHEDULED PREVENTATIVE MAINTENANCE WARRANTIES:
State drivers and their administrators are obligated to familiarize themselves with each of their assigned vehicles' warranty provisions. Warranty provisions vary by vehicle manufacturer and vehicle model year. It is best to consult your owner's manual for specific information on your vehicle. This information is contained in the Vehicle Warranty book and the Owner's Manual, which should be kept in the vehicle glove box at all times. Suspected mechanical defects or drive ability problems should be resolved prior to the vehicle warranty expiration.
Minimum Maintenance Schedule:
Fleet and Mail has implemented the following minimum maintenance schedule for all state owned vehicles classified under 1 ½ tons: Oil and filter change - every 5,000 miles or 6 months Chassis lubrication - every 5,000 miles or 6 months The frequencies between oil and filter changes and chassis lubrications are maximums under normal driving conditions. Oil and filter changes and chassis lubrications should be performed more frequently for vehicles that are driven under more extreme driving conditions. Complete preventative maintenance inspections must be undergone at odometer increments of 30,000 miles, or every eighteen months, whichever occurs first. Preventative maintenance inspections may only be done at the State Garage or at an authorized dealer's facility unless Fleet and Mail has certified the state facility and staff to perform the inspection. Minimum requirements for the preventative maintenance inspection (PMI) are as follows:
1. VISUAL INSPECTION
a. Inspect lights.
b. Inspect exhaust for leaks.
c. Inspect suspension for loose or worn parts.
d. Inspect brakes for hydraulic leak or worn components.
e. Inspect tires for wear or broken belts. (The above components are replaced if needed.)
2. TUNE MOTOR
a. Replace electrical parts as needed. (plugs, wiring, cap, rotor, etc.)
b. Fuel Delivery System, filters, etc.
c. Cooling system: inspect belts, hoses, water pump, and inspect radiator for leaks and clogged condition.
3. SERVICE AUTOMATIC TRANSMISSION
a. Change fluid (as recommended by Manufacturer.)
b. Change filter (as recommended by Manufacturer.)
c. Adjust linkage if needed.
4. ALIGNMENT
Check alignment of front and/or rear-end and adjust to manufacturer's specifications.
5. COMPLETE LUBRICATIONS
Change of engine oil and filter is done at this time if needed.
Service by State Personnel:
Qualified state personnel may perform many of the visual inspection items contained in the checklist for the required preventative maintenance inspections prior to going to a dealership to complete the service. Additionally, qualified state employees may complete the lubrication requirements for state vehicles if they have the capacity to properly dispose of the oil and filters. If either is elected, report this under the bulk oil/ filter heading on the Department of Administrative Services mileage reporting website.
Maintenance Requirements for Limited Use Vehicles:
Limited use vehicles over ten years old may follow a shortened version of the requirements for preventative maintenance contained in the Fleet Operation Manual.

_.c. Change filter (as recommended by Manufacturer.)
_.d. Adjust linkage if needed.
4. COMPLETE LUBRICATIONS
Change of engine oil and filter is done at this time if service records indicate. The requirements for oil and filter change and chassis lubrication are not changed. They remain every 5,000 miles or six months, whichever comes earlier.
Dealership Contracts:
All Ford and Lincoln-Mercury vehicles in the State of Iowa Fleet eight years old or less are enrolled in the Ford Quality Fleet Care Program (QFC). If not in proximately to the State Garage, we strongly encourage you to utilize the QFC program at any Ford or Lincoln-Mercury dealership as it provides significant cost savings and centralized billing for State Fleet Management. Automotive repair costs for Ford or Lincoln-Mercury vehicles will be billed directly to QFC Headquarters. Repairs not covered by the factory warranty, recall or extended service plan will be billed to Fleet Management at the end of the month on one consolidated statement.
Do Not Pay the repairing Ford or Lincoln-Mercury dealer at the time of the service. Identify yourself to the Ford or Lincoln-Mercury dealership Service Advisor as being covered by the Ford Quality Fleet Care Program (QFC.) The Service Advisor can verify this through the OASIS (Online Automotive Service Information System) terminal. Request the Service Advisor to check for open recalls while you are in for service. This will potentially eliminate the need for additional visits. If you are having an oil change or other maintenance work performed ask the Service Advisor for any "Special or Menu" prices that may be applicable - otherwise the billing will be at guaranteed warranty rates.
If the repair estimate exceeds the preauthorization limit of $300, the Service Advisor should call the number provided via their OASIS terminal for a repair authorization number. Verify that all requested work has been properly completed before signing the Repair Order.
24 Hour Roadside Assistance - call the 1-800- 367-3221 hotline and select option #3 and let them know the QFC Program covers your vehicle. Please supply the VIN (Vehicle Identification Number) to the hotline when asked.
All Chrysler dealers are under contract with Fleet and Mail to provide service/repairs under the Servicenet Program. Automotive repair costs for vehicles will be billed directly to Chrysler. Repairs not covered by the factory warranty, recall or extended service plan will be billed to our Fleet Management Team at the end of the month on one consolidated statement.
Do Not Pay the repairing Chrysler dealer at the time of the service. Identify yourself to the Chrysler dealership
Service Advisor as being covered by the Servicenet Program. The Service Advisor can verify this through the
DaimlerChrysler Dealer Computer System. Provide a telephone number to call for repair authorization if the repair is over
$300.00 (515/281-3162). Request the Service Advisor to check for open recalls while you are in for service. This will potentially eliminate the need for additional visits. If the repair estimate exceeds the preauthorization limit of $300, the Service Advisor should call the Fleet and Mail Auto Shop Supervisor (515/281-3162) for a repair authorization number.
All GM dealers are under contract with Fleet and Mail Services to provide service/repair under the GM Fleet Trac Program. Automotive repair costs for vehicles will be billed directly to GM. Repairs not covered by factory warranty, recall, or extended service plan will be billed to our fleet management team at the end of the month on one consolidated statement.
Do not pay the GM dealer at the time of the service. Identify yourself to the GM dealership service advisor as being covered by the GM Fleet Trac Program. If the repair estimate exceeds the pre-authorization limit of $300.00, the Service Advisor should call the Fleet and Mail shop supervisor (515-281-3162) for a repair authorization number. Request the Service Advisor to check for open recalls while you are in for service. This will potentially eliminate the need for additional visits.
Goodyear and Firestone are the two vendors contracted to provide tires for state vehicles. This contract is primarily for oil changes/ lubrications, tires, alignments, rotations and batteries. It is NOT to be used for scheduled 30,000-mile/18 month preventative maintenance inspections, electrical, emergency engine/drive train repairs and especially any repairs covered under the vehicle's warranty.
PRIOR TO OBTAINING SERVICE FROM THESE VENDORS, YOU MUST ADVISE THEM TO INVOICE

Authorized Goodyear and Firestone dealers will submit invoices for tires and service to their designated corporate location for a centralized billing to General Services Enterprise - Fleet & Mail.

IV. Accident and Body Damage Repair
The attached listing of automotive body repair facilities have contracted with Fleet and Mail to provide labor and parts at competitive rates. The state driver will now be responsible for obtaining one estimate for repair, if it is from one of the contracted body shops. State drivers must utilize one of these facilities if it is within 15 miles of their domicile or the vehicle has sustained extensive damage. Upon authorization by the Accident Claims Advisor, repairs will be completed by one of the contracted shops listed below. Repairs will not be authorized when the cost of the repair exceeds the value of the vehicle. While the vehicle is covered by the factory warranty, replacement parts must be genuine OEM parts and components. This contract does not supersede our current contract for automotive glass.
